Radient's Submission to the FDA's Advanced Notice of Proposed Rulemaking for Nicotine Extraction from Tobacco
Radient Technologies Inc. writes in response to the FDA's March 16, 2018 Advanced Notice of Proposed Rulemaking (ANPRM) on developing a product standard to set minimum nicotine level for cigarettes.
We believe that the FDA’s proposal to reduce nicotine in cigarettes is a ground-breaking and far sighted regulatory initiative which has the potential to make a step change in the reduction of tobacco related harm. In our view for the proposed measure to succeed it will be important to address 2 key issues as follows:
1) The FDA will need to create a supportive regulatory environment that enables the migration of smokers seeking nicotine to less harmful alternative non-combustible nicotine delivery products such as e-cigarettes, tobacco heating devices, Swedish style snus, and licensed medicinal nicotine products.
2) The proposed regulatory measure will need to be both technically achievable and implementable in an expedient manner.
